以卡吉尔战争为背景，《白沙行动》讲述了印度空军"金色箭头"第17中队的故事，他们最初的任务是执行照相侦察任务。但当他们的中队长B.S. 达诺亚的僚机飞行员、中队长阿贾伊·阿胡贾被敌人背信弃义地杀害后，他们的角色发生了转变。达诺亚决定不惜一切代价为他的死复仇。他的中队通过领导对巴基斯坦部队的攻击，在世界上任何空军都未曾飞行过的高度进行轰炸，扭转了战争的局势。同时，这也是关于这些战斗机飞行员如何在身体上、精神上和社会层面上进行转变，以付出额外的努力并实现不可能的故事。
